Tatarstan

Tatarstan is a region (republic) of Russia. In the early 1990s, it announced its sovereignty and took some steps towards independence - in particular, issued local banknotes and coins without denomination. Officially they were called "coupons for social care", and were withdrawn after a short period of time, then introduced again, and withdrawn again. But in fact they did circulate like money.

Island of Spitzbergen (archipelago of Svalbard)

The archipelago of Svalbard, as well as its main island of Spitzbergen, is under Norwegian sovereignty. But according to the Spitsbergen Treaty of 1920, other countries may settle there to exploit natural resources. Now only one foreing settlement remains there - Barentsburg of Russia (previously, of the Soviet Union); the other two Russian settlements are now abandoned. It was prohibited to use national Soviet/Russian currency at the territory of Norway, so the government had to issue special banknotes/checks and coins for these settlements in the name of the state company "Arcticugol" ("Arctic coal"). The coins of 1993 were in circulation, but were withdrawn in 1994 or later as the result of protests of Norway, because they bore the name of the Russian Federation. And there's no information what happened then. As for the 1998 issues, there's no confirmation that they have ever been put into circulation.
